When you telephone someone and you hear the ringing, it is not their phone ringing that you hear. When you make a call, a signal is sent to the destination phone to make it ring. A separate ringing tone is sent to you to let you know that your call is in progress. Hence you don't actually hear the other phone ring (at least not through your phone).
